can wifi-only new iPad Mini(2021) be used for navigation in the car when tethered to an iPhone?(using Apple Maps or Google Maps)

or do I need to buy one of those bluetooth GPS receiver things?

From experience, iPads don't get GPS data from iPhone and location by wifi triangulation isn't good enough for GPS.

Dedicated Cellular iPads are much better than having to tether your iPhone, make sure it's enabled, and in range, etc. Also I found it to be less reliable than having the iPad with cellular built in and it "just works"

I don't think you're interpreting the specs correctly. It's only the cellular models that have GPS.

They make small Bluetooth gps pucks for pretty cheap you can use with your WiFi only iPad.
