iPhone Can you buy/get iPad apps on an iPhone, so they are bought on your account?

Sometimes I'm out with my iPhone and see that some iPad only apps are on sale or now free.

I may not get on my iPad quick enough, if away for example, to buy/get them and the price will have went up buy then.

When I click on the link for the app, get the below message. All I want to do is add it to my account so I can download later though. Is this at all possible?
