No matter which setting applied, my second monitor resolution is stuck in 1080.

I can change the frame rate to 50, 24, etc, but if I chose 720, but the resolution remain in 1080.

I don´t have any 2K or 4K monitor to make some test, only HD one.

manufacturer and model number might provide us enough clues to help,
but if it's a fullHD monitor, it might be only capable of fullHD resolution (1080P)

Even with a capture device, problem is the same

your capture device seems to be designed for 1080x1920 (FullHD) or 1080x2048 (2K) capture
according to the specs

what were your expectations?

If you output 720p from mac studio, it remain delivering 1080p

i read over the manual for your capture device.

your monitor determines which formats your recorder will capture.
if your monitor doesn't support 720p, the mac studio and monitor will
negotiate to something both support and your capture device grabs that
stream.

back to the original question:
what model and manufacturer of the monitor?
does your monitor actually support 720p?
what does the monitor report for the incoming signal?

The thing is, with the very same device in my 2019 Macbook Pro 16" running Catalina, I can set up the second output resolution that I want: 720P, 1080P, etc.

But, in the Mac studio is stuck in 1080.

And, I tried also with my main monitor (LG 22mn430h).

In the Mac Studio HDMI main output, I'm able to change the resolution (1080 or 720)
But, with a very same monitor (I have 2 of them) connected as second monitor with an USB-C HDMI adaptor, the actual output resolution is only 1080, even though screen system preferences says 720 or whatever.

Also, I have several 7" field monitors, the results are equals.

I'll do a video and I'll share the link.

PDT: can you do the test? what actual resolution deliver the Mac Studio to your second monitor?

It this a Mac Studio or Monterey bug?

my secondary display (3008WFP) shows 2560x1600 when queried using the builtin display menu no matter what scaled resolution is selected when driven TB output to DisplayPort input.

(fwiw, there's a 720p 960x720 HiDpi mode available as a scaled resolution. the studio is scaling 720p onto the 2560x1600 mapping prior to going out the TB port.)

i'm willing to bet it behaves differently when using HDMI, but the implementation of HDMI is somewhat broken on the 3008WFP.
discovered that tidbit while trying to figure out how to hookup various
laptops to this particular monitor. this issue fixed in later dell 30" displays.

Long story short....

With an x86/amd gpu display based mac, I could overdrive a 1080P DLP Projector over HDMI with a higher resolution that the OS would scale to the lower resolution. In other words, showing a 2k or 4k resolution in the 1080p display. With that being said... With my ultra studio, this is no longer possible UNLESS I mirror a 4K monitor set to the desired onto the 1080P device. Now, to achieve this result, I use SwitchResX as it allows me to select the resolution and refresh rate I want, switching between sets of configurations.

This is not a HDMI vs DP issue, it's an Apple GPU driver issue.
