I have never really understood the Shortcuts app - is there a way to create a shortcut to switch from 4G to 3G ad back without having to do it via the Mobile Data settings menu...?

I wonder if it’s possible with some kind of jailbreak tweak.

Not possible currently. It might be due to some carriers not allowing users to manually switch to 3G.
