Thinking of ways to get around tethering limits when using tethering on the iPad from my iPhone. Seems like it would work just wanted to make sure it was possible to transfer a large video/movie quickly and easily to a iPad from a iPhone without wires or internet.

Assuming it's accessible via a.e. Files.app or Photos.app (and not a downloaded DRM protected video in TV.app or Netflix etc.) you can simply Airdrop it.
Airdrop uses a non-internet, ad-hoc WiFi connection between two devices (assisted by Bluetooth).

Thanks. Can it be done from nPlayer Plus or Infuse Pro if possible?

Never mind just found out not only can it be done in nPlayer Plus but once it is complete it asks you on the iPad how you want to open it!
