Can You Install Mojave on a partition and have only APFS
on that partition
and keep the other one in HFS+?
Can be done on an external thunderbolt Lacie disk?

Yes. You would have to use standard partitioning.
APFS allows adding "containers," which share free space.
Do you need to format the drive before the installation then?
