iOS Can you see an app on a TV?

I have an Itouch and I'm wondering if the apps can be seeing on a tv by simply connecting the correct av or component cable? I was told that for the most part there is a tool in the SDK that allows this. Does the app needs special code for this? Is this not allowed? Thanks
