How do you cancel it without having to say anything? Pressing the home button doesn't seem to do anything and it just sits there waiting. The only thing I've found is to turn the device on and off.

This is an annoying bug that occurs randomly on my iPad since iOS 8 I think. As you say the only way to exit from there is putting the iPad in standby mode.

Sometimes you need to give it a mo after Siri activates to then cancel it.

I have the issue where I accidentally active Siri and when I immediately hit the home button nothing happens. I have to wait 10-15 seconds before hitting the home button again to finally get Siri to close. Issue happens on both 6s and Air 2. Very annoying.

Mine seems to work immediately with no delay.
