Cannot add secondary @icloud account to Mail accounts

I am having this issue as well.

17.0.3, still the same problem. Boooo 😐

Workaround (embarassingly) is to
- Login to appleid.apple.com
- Create app specific password
- Goto Settings - Mail - Accounts - Add - OTHER
- imap.mail.me.com, smtp.mail.me.com, user is the full email
