Cannot Delete File in Directory

I'm trying to delete the highlighted file to free up 20GB. When I click the "Delete" button nothing happens. I then navigated to the directory and nothing is there. I pressed Cmd+Shift+. to reveal any hidden files/folders, but it still did not show up. I then navigated to the directory from the Terminal and was able to see it there. I ran rm -R on the file and confirmed that it was no longer visible in the Terminal, but it still appears on this screen. Any idea what is going on here?

Restart the Storage utility and it should disappear. I know Steam games appear under the Shared portion. Mines done that where I removed it and it still showed up yet disk space was freed and file was gone.

So that's already been done. Everything I mentioned I tried I did a while age. (I've also restarted since then.) It's still there.
