Cannot edit in iOS iCloud Drive

On my iPad I can press and hold a file in iCloud Drive and it generates a popup to allow me to rename edit etc.

If I try this on my iPhone 6 there is no popup.

I try on my mates iPhone 6 and it works fine.

I've re-booted my phone, signed out and in of iCloud and still can't do it.

Any ideas?

It works in icons view (and not in list view).

BTW: Haha! New in iOS 9: we can add other files on web pages (not images only).

Doesn't work at all on my iPhone 6. Reboot doesn't fix.

Think I'll have to do a full iOS re-install

A clean installed fixed the problem but it returned when I restored my backup.

Any ideas how I can fix this because a clean iPhone is not an option.
