iPhone Cannot enable iCloud keychain

I cant enable iCloud keychain on my iPhone what does the following error message exactly means:

Then I must enter my Apple ID password, after that I must enter my iPhone code. After several seconds the process is finished an iCloud keychain is stil disabled.

I found absolut nothing about this issue here in the forum and on Google.
