Cannot get AirPods 2 (wireless) to pair automatically or manually

So here's my issue. I have a pair of wireless AirPod 2's.

Dog chewed one, I got a replacement.
Dog chewed the other, I got a replacement.

So now I have 2 mismatched AirPods, neither of them original to the case. When I open the case, it just blinks white, but I get no option to either pair them manually or automatically.

Is there anything I can do here, short of just buying an entire fresh set and starting over?

They aren't in the list. They just flat don't show up anywhere.

Are you sure your AirPods are genuine and not fake knockoffs?
