I have just set up and powered up my new mac mini 2018 for the first time, I booted it up, and it was on a grey screen for a few moments, then I got greeted with singing into my Apple account with my ID and password. I entered this information, got prompted for a code, since I have 2 step verification on. I gave it the code, and I am now stuck on the terms and conditions page, the agree button is greyed out, and now I cannot move foreward and setting up my mac.

I got the same problem.
This workaround is not working in my case. When I press back, the computer restarts and i'm stuck again doing the same.
Anyone else got a solution?

what I had to do when installing a fresh and time mahcne Catalina was by pass all iCloud settings
until the program was ready to use,
then go through some tedious security and log ins on both a Mac mini and MacBook Pro form 2012.
Catalina is prone for security issues being way to strict and a pain to set up.

that was the last version of macOS I installed and last week I installed five versions.
Monterey was a lot easier than Catalina.

what are we uploading from?
the previous firmware might need to be current and updated.
I know this sounds vague, but that stops rebooting
