Cannot insert or delete a row in Excel 365 for Mac

If I point the arrow at the row where I want to create a new row above and press Control I get a pop up menu with different options but Insert and Delete, those two options are shaded so I can't select them. Help!

Thank you, but this does not work either.
The instructions say to go to Home and select Cell but I don't have that either. I would like to hire someone and do a screen share. Anyone out there?

Just to double check you are clicking and highlighting the row?

Silly questions maybe, but:

a) Is the workbook protected from editing or read-only?
b) Are you on a full version of Excel that allows document modification?
