Cannot move finder windows

Sometimes I cannot move my finder windows around, sometimes its fine but other times (like right now) I cannot drag any finder window, or any folders around whatsoever.

This isn't just an issue i'm having with Yosemite (I am on the public beta) but an issue I have had for the past year or so now. Does anyone know what the problem is and how to fix it?

Okey, this you want to do is reinstall OS X Yosemite, hold alt key and then click recovery and then click Reinstall OS X Yosemite
