Cannot open About This Mac

I have been having an issue that when I try to open System Information or About This Mac it doesn't open. When doing so a Finder popup says "The Application "System Information" can't be opened." Ive tried everything except a factory reset of Yosemite. Any ideas?

Try resetting the SMC and NVRAM if you haven't already.

Try repairing permissions: http://macs.about.com/od/applications/ss/firstaid_3.htm. Then reboot.
