Cannot pair watch 17.1 beta 2

I have a 15 on 17.1 beta 2.

I got a new series 9 but it won't pair with it:
"iPhone Out of Date. This Apple Watch equires a newer version of iOS."

I tried to downgrade to 17.03, but keep getting errors, even when using an IPSW (error 4013).

Any suggestions on how to solve this?

(lesson learned, avoid betas)

Perhaps updating the phone to beta 3 will fix this issue? It's out for developers but not for public beta yet.
