Cannot Remap caps lock button

No matter what I set "caps lock" to in System Preferences->Keyboard->Modifier Keys, it has no effect. I tried setting it to "None" and then to "Ctrl" , neither setting change the key's behavior. Caps Lock just keeps on Caps locking no matter what.

I'm running macOS Mojave 10.14.2 (18C54) and the keyboard is an external Apple wired keyboard plugged into my Macbook Pro.

Ideas?
