Hi,

I connected two external TV to a M2 Mini in extended display mode. One via a Caldigit USB-C to HDMI Adapter and the other via the built-in HDMI port. While I set the left to be the main display, sometimes the right display became the main one. Sometimes both displays show the same thing in mirrored mode. I have to keep changing the settings often.

Is this a problem with Ventura, Silicon Mac or M2 Mini? Does M2 Pro MacBook Pro do the same thing?

There's another thread about this, a long one, over on the Mac Accessories board. Seems to be a macOS issue with certain 3rd party monitors and connection schemes. Seems to happen with both Intel and Apple Silicon Macs. I suggest reading through it. One thing to try, if you can, is to plug one in via HDMI and the other via DisplayPort or direct USB-C if you can. The two different interfaces may help macOS remember which is which.

But I already tried one via HDMI and another via USB-C to HDMI. Do you consider such arrangement two different interfaces?

I have this problem too but it doesn't end there. Sometimes my default apps reset to stock apps ie: VLC is defaulted to run all videos but after reset Quicktime defaults... Weird. Hope you resolve your issue, I've given up.

It's what your Mac considers different interfaces, not me. Try it if you can or not. But some voodoo may be required to solve your issue.
I encourage you to find the long thread over on Mac Accessories and read through the whole thing.

Edit: Sorry, bad memory. It's on the MacBook Pro forum...

I think in that thread, some users 'avoided' the problem by disabling sleep. Seems to work for some people but not all.

Have you tried to disable sleep?
