I just purchased a new iPad 10.2 inch. I used my MacBook Air to restore a backup from my iPhone 13 Pro. Everything transferred except photos and old texts. When I've used this method to transfer info to new iPhones, everything including photos and texts transferred flawlessly. I don't want to use iCloud as I don't have enough space. Using the MacBook Air has always worked before including restoring my wife's new iPad Mini 6 from her iPhone SE using the MackBook Air.

Any help would be greatly appreciated.

Where, in iCloud or ... ? That's the reason folks often use iCloud since it reduces local space requirements.

How much space is being used by photos and old texts (text messages?) on each device?

You really should pay for enough storage in iCloud. It will not only solve your problems by synchronizing all your data between the iPhone and the iPad. It will also be the way to ensure that you cannot lose all data by one single, local incident like fire, flodding, storm, burglary.

It should not be considered a backup for your photos since deleted photos go away after 30 days. For a 3-2-1 backup strategy you need to use true backup services, such as one Time Machine, 1 local drive and one backup service such as Backblaze, Carbonite or Crashplan Business.
