I have been trying to upgrade my iCloud plan, but each time I do I receive an error saying “Cannot Connect to iCloud”. I’ve tried on different devices and still get the same error. What am I missing? I was actually just in the process of moving from my free plan to fully utilize the service, but so far it’s not filling me with confidence. Side question — is there another syncing service that works better?
 
Just to be sure of the steps you're using (on iPhone for example), you get to the Upgrade iCloud Storage screen, select the new plan, and then click the Buy button. Is that when you get the error?

Correct — after choosing the paid plan, and entering my password twice, I get the same error message.
 
Update — I decided to reboot the phone and this fixed it — I was able to upgrade. Still, I expected the process to be smooth and not as clunky as it was. It was easier buying a $1000 iPad than a .99 iCloud plan! The former used Apple Pay and simple Touch ID verification, and the latter required my Apple ID password twice, putting in my Apple Card security code, and re-entering my billing info. All of this info was in Wallet — why all the security over a .99 purchase?

That's definitely not the usual steps unless for some reason your card info needed to be verified. Maybe you hadn't made an Apple Store purchase in a while? Anyway congrats on getting it fixed. As I always say, "when in doubt, reboot."
