I can't access a .pdf file on a website. What does this error mean?

macOS Can't access a .pdf

Im actually trying to access a file that was taken down or perhaps won't come up until a certain date. Just wondering if there was a way to access it, or if the user simply removed the file from the server and will load it up when they're ready to put it up.

Contact the site administrator and ask. Whether you're supposed to be able to get to it or not yet, any web server error is going to require their intervention, there won't be anything you can do. If you know the name of the file and it seems somewhat unique you can always google for it and see if it's available elsewhere.
