iPhone Can't Access Control Centre in JB State 9.3.3

Hey everyone I can't access the control center when I am in JB state on my SE running 9.3.3

Also the CC stays running/open i.e. every time I double tap the home button to close apps it's there but I can't close the CC by swiping up nor can I open it.

Please see the pic below. Grateful for your replies.
