iPhone Can't access messages or turn phone off iOS 13.1.3

iOS 13.1.3

Messages App will not open correctly and I cannot turn the phone off by holding down the power button, or holding down the power button and top volume button (connected to lightning cable or not). Also, I cannot turn the screen off.

Has anyone experienced this, and if so is there anything I can do to fix this?

I'm just draining the battery and I'll restart the phone that way, hopefully it's just a momentary bug. Interestingly the side button brings up Apple Pay with two clicks and with three the magnifier, but will not switch the phone off.

Settings > General > Shut Down

Then restart fixed the issue
