iPhone Can't Activate Iphone 4s

I was given a device "iphone4s" i restore it and upgrade it to 6.1.3
i plugged-in a sim card and sais :
"The SIM card inserted in this iPhone does not appear to be supported."
what should i do?
how i can unlock it?
