I got my new iPhone 12 Pro today, restored using a backup from my iPhone X but when trying to add my bank card to Apple Pay i get an error saying it can't add it try contacting my card issuer. I know it's not the bank stopping this as I had it added on my iPhone X. I'm in the UK is anyone else having this issue both phones are on iOS 14.1 (old phone has been reset to factory so card isn't on the old phone)

In the same boat; two hours with apple support and my bank and still not able to figure out what happened. We removed from my X but when I went to put the card back on I’m getting the same error now on the X. Could be an iOS 14 problem :(
 
Did you contact your card issuer? They may have a limit on their end, and for whatever reason, removing a card from a device doesn't actually remove it from their backend (therefore hitting the limit when you try and add it to another device, or even the same device after removing the card)

i’ve contacted my bank today and they said they have a 4 device limit at any one time, (the guy i spoke to said they’ve had quite a few calls about the same issue) but i’ve only ever had it on my iphone X an apple watch series 4. Had the same issue when i got my series 6 an now with my new phone. I’ve reported feedback to apple an hopefully its a bug they’ll sort out in the next update.

No still can't add my bank card, I even tried my other card for a different bank account with another bank and still exact same problem. hopefully this gets sorted soon

Not sure if it’ll help; but I went to my bank and just got a new card and it added this time

i’ve contacted my bank an asked for a replacement card to be sent, hopefully i’ll have the same success as you
 
Had the same issue last year with iPhone 11, still no fix in place for a certain high st bank, even with a replacement card, bank not interested in resolving.
Cynical me says bank may not be interested as they must lose money on ApplePay transactions, but I did have my complaint upheld & £50 for the inconvenience.

I have the same issue with only CapitalOne Cards(debit and credit cards) I have tried everything, contacted apple support and capitalone but no solution, funny thing on my other devices such as iPad I can add successfully those cards, but cant on my iPhone 12 Pro currently running iOS 14.4.2 but I have had this issue for months with no solution.

I had this problem and it was 100% on Capital One's side. I kept raising the issue with them again and again until I got someone at Capital One who knew what to do. The card was not released on their end as others had mentioned above. Once they got it released, it activated in Apple Pay with no effort at all.

That sounds like a different problem, cause in my case I cannot even add my moms, or brother cards from capitalone on my phone. The cards are pefectly fine on other devices, I repeat this problem ONLY happens with CapitalOne cards and on my iPhone 12 Pro.
My guess is that it could be a software issue with an update or maybe CapitalOne somehow blocked or restricted my phone from adding new cards to apple pay.
So it can’t be an issue with the card itself as I can add the cards on other devices such as my iPad. it has to be something else.
