Can't add colour tag to Documents folder

Can anyone successfully add a simple colour tag/label to the Documents folder in Big Sur?

Every time I try I get this error dialog:

Seems very odd.

Ditto. All other folders are tag-able, not Documents. When I "Get Info" Sharing and Permissions seems off, it doesn't list anyone.
