I have also been getting this problem since IOS 9 beta install. I just finished installing 9.1 on my 6 plus and will update shortly if i can back up again to the cloud. This is also an issue many others are also reporting.

similar issue here.
I'm on the latest 9.0 Public Beta (not GM) and cannot backup to iCloud ... shows a 0KB Backup, can't delete nor make a new one ...

beta 5 backup was broken. GM works fine. Maybe you Need to set it to - no icloud backup, restart your fone and set the Feature to be active again .- that should do the trick

Okay, it did not work. Any suggestions? Turning backup off, rebooting and turning back on didn't help.
This is how mine started working again:

On 9.0 public beta and GM, I deleted all backups from the iPhone settings->iCloud->backup (you have to wait until the circle STOPS spinning above the apps list, then it will successfully delete.) Turned iCloud Backup back on, but a fresh backup still failed. iPhone backup space usage read 0kb. Then I updated to 9.1 beta, and the first backup was successful!

Having this issue on the GM too.
Being that it's not backed up, is my watch not being backed up either?

This is really frustrating, I even opened a ticket with Apple and they closed it as it was a duplicate that someone already had...either way this is still not fixed for me.

I'm on 9.0 GM and can do an iCloud backup now. I could not do one on PB 3. However, I still have a phantom backup eating up 7 GB that i cannot see or delete. Others reporting phantom backup issue and contacting Apple are being told to wait until official 9.0 on 9/16.

I'd rather Apple report back something like, "This is the 137,321 reported case of this particular problem." instead of merely, "This is a duplicate ticket."
