The iPhone 6 I'm using is still eating through wireless data even though I toggled the "Cellular Data" switch off. New phone, set up from scratch.

Steps I've taken:

Disabled Cellular Data
Disabled LTE Voice/Data preferences
Disabled iCloud
Disabled App Store auto updates
Disabled Individual Apps
Disabled Background Tasks
WiFi enabled
Latest version of iOS

The 2gb plan I have with AT&T has already run over. I checked the account and it's still pinging a server and downloading 20mb chunks of data whenever it wants.

What gives?
 
Which app is using the data?

It looks like it's Tumblr. All of the apps were individually toggled off. The phone shouldn't sent/receive anyways because I turned the service off with the cellular data toggle.
