Can't change App Store country.. ?

Hey, I was previously able to change countries in the iOS & Mac App Store from South Korea to USA - back & forth. For some reason it won't allow me to change countries and simply gives me a message saying - "hasPendingDownloads".

I've attached a screenshot for reference. Does anyone know what this means & how I can fix this ? Thanks in advance.

Perhaps you should login to your account you're stuck to see if there's any pending download available. If yes, there should will be something like this on the very top of your account info page.

Hey, just logged in and see nothing of that sort. I've checked any potential iTunes, App Store, Podcasts, Music, etc. downloads, but I've discovered none.

And the weird thing is, I get this error with my other iCloud account which I haven't even touched in a long time.

Is this just me ? Are you able to switch countries ?

No, I have never switch a country before as I have other supscriptions running in the account.
