Can't change date before Dec 31, 2000, 9 PM

Has iOS always been like this? You can't change date prior to Dec 31, 2000, 9 PM, at least in current iPADOs version. I use IPP 10.5.

iOS corrects the date automatically, but also allows us to manually enter another.

Note: the calendar is able to show any date.

I'm curious why you would want to change it that far back.

Makes sense, why would it even be needed. In fact, might as well restrict it to 2010, or January 2020.
