Can't change iCloud profile photo

For some reason I cannot change my iCloud profile photo. When I log in to iCloud.com and then go to account settings and click on my photo, I get an error saying "Could Not Load Photo. You photo couldn't be loaded at this time. Try again later."

This has been going on for more than a week.

Try going into contacts and set the picture in your ‘my card’ at the top of contacts app.
