Can't change security level in Recovery

Has anyone (who is running 11.2.3) actually ever been able to change their security level to reduced?

When I go into Recovery to change the setting, it "says" it is changed to Reduced, but when I go back in to double check it, it's right back at the "Full" setting

I changed to reduced the other day for an app, but will check if it's reverted back to full during my reinstall of the Mac Mini M1

I did in 11.2.2 to install a kext for my USB-C dock. The kext still works in 11.2.3 but I’d have to check to see if I can raise the security level and lower it again.
