I just wiped my hard disk on my Mac PRO. While attempting to install Catalina I get to the "Sign In with Your Apple ID". The Terms and Conditions screen comes up and I am unable to click the Agree button no matter what I do.

When I choose to skip this step the OS installs, but I still have issues. If I try to add an iCloud account or sign into Preferences, I can click Accept, but then after a few seconds the Terms and Conditions page reappears.

If I try to sign in on the App Store, I'm asked to review my details, but can't click Continue.

Any idea why this is happening and how to fix it?

So, I wiped the hard drive again, and installed Mojave from a USB stick created by the Installer app.

Same issue exactly. I cannot accept the terms and conditions, and I can't continue when I review my details.

I even created a completely new email address and Apple ID and I have the same issue.

Several clean OS installs. Created new email and Apple ID's... What else could be causing this issue?

You haven’t read the terms and conditions. Try scrolling the contents of the window containing the text of the terms and conditions. The “Agree” button should now be active.

Oh... I've clicked all the "more" links and scrolled all the way down. The agree button on the iCloud page works, but then the terms and conditions come back as though I never agreed the first time.

Try disconnecting from network when performing install… or v.v.

Well, I've spent a total of 3 hours with Apple support without any resolution. I've been escalated up to "engineering".

We've tried the following with no improvement:
- safe mode
- connecting to a different internet provider
- I could not generate a support PIN on the AppleID website on my Mac or any other device
- Used a newly created email address for a new AppleID
- Tried every which way to log into iCloud and the App store.
- Generated diagnostic logs from the Process Monitor.

I just tried to wipe the drive again and install High Sierra. No go. I get the prohibited icon when I try and start from my USB installer. Maybe I can wipe the drive with a different installer, then try High Sierra again.

Wish me luck!

Return to the screen where you enter your Apple ID. Skip this step for now. This will allow you to select the ‘Agree’ button and proceed. Once the setup is complete, you can log in to your Apple account.

I've done this, but I can never finish accepting the Terms and Conditions later.

This looks like an issue with the serial number on my Mac Pro being blacklisted at Apple. I created a virtual Mac on my Windows PC and had no issue installing and connecting to iCloud there.

Interesting. How do you know this?
I can't say it for certain, but everything else has been ruled out. For some reason I cannot verify my information in the Preferences->App Store or register any email address with Preferences->iCloud if I use this particular computer even after a full drive wipe/PRAM reset/etc. I have no issue on a different Mac, or even a virtual machine Mac.

All running Catalina? Which release version of Catalina?
I'm fairly sure that my installation stick is 10.15.7.

That's a moot point as I now have Sequoia installed and working using OpenCore. I had to create and initialize my Apple ID on a different Mac, but it is working now.
