At one point I had 2 iCloud accounts. I've since closed 1, and on the other, I pay for iCloud+. So I can use all the fancy services and get a custom email domain. Awesome.

BUT, if you already have used the email you want to use on iCloud, you can't add it as an email service!

Like what?? Now I can't even use the email services I'm paying for. You go add the email and it says "already in use by another Apple ID". But you try signing in with said email (that I deleted), and it says it doesn't exist. Guess what? Apple keeps indefinite records of your account. That's the only way it could keep track of which are in use and which aren't! Doesn't that break some basic GDRP laws?
 
No, that doesn't break any GDPR laws. An Apple ID on its own is not personally identifiable information (PII) as long as they delete all other PII linked to that Apple ID.

It is common practice for online services to keep track of used usernames. Imagine if someone signed up for an account that has been previously deleted/used by someone else. They could potentially get into things or receive email intended for the original person depending on the type of account it is.

It sounds like some others have gotten this to work though...although they didn't delete their old Apple ID. If you're still able to recover yours, maybe check this thread out.

Yea, I woudn't have canceled the account.
Kind of like phone numbers or domain names, if you give up ownership it's nearly impossible to regain ownership.
