Can't Delete Empty directory from Trash

I found that my time machine backup occurred against my main hard drive. I discovered the issue using Omni Disk Sweeper and started removing the backup files, etc. I wound up with an empty directory in my Trash (2017-11-01-200206.inProgress). I cannot remove it. How can I delete it from Trash? This is on an iMac with High Sierra (v10.13).

Have you tried:
- Power down (all the way off)
- Restart
- As soon as you get to the finder, empty trash
Does this work?

Thank you for the suggestion. I tried that and it did not work. I also tried the same after a safe start. I also re-installed High Sierra (after following steps recommended on the Apple support site). This one is very persistent.
