Can't download from App Store (Mojave)

I recently did a fresh install of Mojave and had issues logging into the App Store. After several attempts at fixes I can now login and see my purchases (I don't know which fix allowed me to login) but I can't download anything. After searching I find that others have the same issue. Is there any known fix?

I don’t remember all of the places (the most responses I think were on the Apple forum) but nobody had found a solution. Several said they could login but could not download anything. Several indicated that is is a long standing issue with Mojave but I don’t know that.
