I've been using Vuze, then Transmission and now UTorrents
I can't get any incoming connections.
It used to work but now nothing comes through

System 10.8.2
Cable Modem
Airport Base Extreme w/current firmware
Firefox 19.0
Using VPN

Checked Firewall and allowed incoming connections
Tried turning Firewall off
Trashed all old Torrent software and downloaded new versions of all Torrent software and still nothing comes through.

All this seems to point to my ISP but I use a VPN that allows me to overcome most issues here. Since I cannot even get a connection I am stymied.

Can anyone help?

Its not the great firewall of china is it?

Also, unless there's seeders in the peer pool it wont download anything.

No it's definitely not a problem getting through the Internet blocking that occurs in China. I use a VPN. That allows me to see whatever I need to see and I use aserver in California so it's definitely not that. that is not the problem
