Under Settings -> Phone -> Wi-Fi Calling, I seem to be unable to enable "Add Wi-Fi Calling For Other Devices". The slider turns on, but as soon as you do anything and come back, it's back off again. I have tried: soft reboot, hard reset, reseating the SIM, signing out of iCloud on both my phone and Mac, signing out of FaceTime and iMessage on both my phone and Mac, resetting all network settings, and finally resetting all settings. None of these has been successful. Anyone have any advice? A google search revealed a few threads where people were complaining about the same thing, but no resolutions were presented. Running the latest iOS 13.3 final that came out last week on an iPhone 11 Pro Max w/ Verizon (regular postpaid).

Make sure you have your emergency address set... if you did those full resets, it may not. That can disable wifi calling.
The setting for it is directly above the slider for wifi calling.
