So I downloaded DP4 from the developer site
Updated it.
Installed the iCloud tools for Lion
When I try to log in I am told to log out of MobileMe first, so I do
I put in my creds for iCloud and I am sent to a website saying that iCloud is not yet available and to keep using MobileMe.

What am I doing wrong? I am a Mac/Safari Developer, why can't I get into iCloud? do I NEED to be an iOS developer?

Under Preferences -> Mail Contacts & Calendars, find your iCloud account and choose what you want to sync. For Lion developers you can test find my mac and photo stream in iPhoto 9.2 beta. For everything else you will need iOS 5 to test. So yes you need to be an iOS developer to get the most use testing iCloud for now. You can also test mail as a Lion developer.

Thats it, when i put in my info to log into iCloud i am sent to a website saying iCloud is not available. I'm not able to get to the preferences to chose what I want to sync.

It does that for everyone I think. Close the web page and check your preferences. That iCloud should have a details button, click it and make sure your info is in there.
 
Now when I go to Mail, Contacts and Calendars it tells me that I do have an iCal account but its inactive and it will not let me upgrade to iCloud.
