Can't find an app ( App Store )

I want to install an app but can't find it.
Talked already with other people, they can, they said, it's available
I'm using the iPad Pro 12,9 inch ( 2th generation ) with the latest software updated
The app I'm looking for is

fltplan go

I'm located in Germany.
Any advices are welcome, thank you

I did too, but when I click on it, a white windows opens and than nothing happen
Tried with Safari and many other web browsers

For me, it open "App Store". And after that, I have a message box : "not available in your country"

The developer is FltPlan.com, based in the US. Sounds like it’s not available in Germany. You can contact them to ask if there are plans to make it more available.
