I have upgraded my iPhone4 to IOS 5.1
but i can't find the "Personal Hotspot"
Isn't it suppose to be in the Settings? or i have to set it up in order for it to show?

You might need to reset network settings then it will show up thats what i did
 
Your carrier may have blocked this feature unless you have the correct (tether-capable) data plan.

lol dude it's not funny. these replies still didn't help. my Personla Hotspot toggle is still nowhere in my Settings :p
 
Try a hard reset: Hold home and power buttons at same time until white apple shows up, let go.

Might settle things. Always good to do this when weirdness shows up (on your iPhone, that is.)
 
MNFL, did you get anywhere with this? I have the same problem. I have used tethering on my iPhone 4 previously.

I tried a hard reset, without success.

iPhone 4 running iOS 5.1.1

It appears (or not) based on information the SIM provides. My old 3GS didn't display the option with in O2 SIM. I gave the phone to my wife and put in a T-Mobile SIM and it showed up. The O2 SIM is now in my 4S and it still doesn't display the "Personal Hotspot" option.
 
settings->general->network->cellular data network->enter apn for internet tethering at bottom. the reset turn off and back on should work. then personal hotspot will be in network near bottom.

I had the same problem

I had the same problem.

Under General -> Network -> Cellular Data Network -> Internet Tethering, ensure that APN has the value "internet" (without the quotes).
