Can't get Chrome to sync "Open Tabs" across multiple macs

Do others have this problem? I've tried signing in/out. It has simply never worked.

Should I just switch to Safari? What's the consensus for performance, privacy, and other?

I don't use Chrome much for privacy and many other reasons. I am sure that Safari is more private and it is definitely fast, but I don't like how syncing across devices requires iCloud. Personally I use Firefox on every device because even older Macs have better compatibility than Safari, it is very private, and if you create an account you can sync browser data. There is no open tab syncing feature unfortunately but you can send tabs to different devices signed into the account.
