Can't Get iCloud Photos to Re-Download

I was having a problem with iCloud photos so I did the troubleshooting step of turning off and back on iCloud photos on my phone. When I turned it off, naturally the 10,000 photos I had disappeared from my phone and then when I turned it back on they aren't re-downloading. It's been 24 hours and they still aren't back on my phone. I went on iCloud.com just to make sure the photos are still there in the cloud and they are but can't seem to get them back on my phone.

Any ideas?

Run an iCloud backup?

10,000 photos will take a long time. I assume you have wifi on? "Optimize Storage" will also greatly speed things up.
