So I am signed up for the public betas and have been since they released the first public beta first back when. My App Store hasn't been able to see any new updates since 15A278b (currently installed). That's like two or three updates old. I have tried signing up for the public beta again (three times), have downloaded and run the installer, and alas, still no updates in my app store. Any suggestions?

You need to download and install the full, "retail" OS X 10.11.1 installer before you see any of the new beta updates.

Yes, I think that is correct, that you need to install the 10.11.1 before more current beta updates will be offered to you
Does your System Preferences/App Store pref pane show you are listed for pre-release software?

What shows there won't matter, because the beta updates are not designed to go from a prerelease version of 10.11 to 10.11.2 beta. The 10.11.2 updates will only install on a final 10.11 or 10.11.1.
