I’m running the latest ios on my ipad mini, and i get the same message. An easy fix is to just open the youtube app and you can then view it full screen.

If you load the desktop version of youtube on iOS it allows fullscreen and PIP but you must do this first from the youtube homepage and not once you have already opened a youtube video.

Correct, Youtube wants you/us to use the Youtube App in all cases. So on purpose they are removing functionality or breaking Existing norms and browser functionality.
Heck I’ve run in to young people at work who complain they can’t find the Youtube App on a Desktop PC.
And I remind them Youtube is just a website. To use the browser.
