Everything was working fine just a few days ago, but then suddenly all the non-installed dictionaries from the dictionary management screen disappeared:

I can delete a dictionary, but then it won't let me reinstall it. This began before updating to the latest version and has persisted afterwards.

Is anyone familiar with this glitch and how to fix it?

Same problem here, can't download anything. At first I figured it was because of my phone being jailbroken, but from searching a bit, it seems like quite a few people have this issue, that's been lingering around from iOS 9.0.x by the looks of it. I don't see a quick fix either.

If someone with their phone jb'ed would be kind enough to upload the US or UK English dictionary from /var/mobile/library/assets that would be a huge help, or at least we could try if that would work.
