The Steam client for Mac has several little problems like this. It's not a Lion issue, it's been around since the client was first available for Mac.

The client downloads 3 (I think, but maybe 4.) files as part of the 38 MB you see. You'll have to manually download the files and place them in the correct location.

To download the files open the Console application and then try to start Steam and the update. You should see 3 (or 4) web addresses that are the location of each file. Copy and paste each address into your web browser to manually download each.

After you complete that, you'll have to put the files into the correct location of the Steam folder. It's been a while since I've done this so I forget what the exact location is, but at least you've got some info to go on for future searching.
