I mean, I can move it there no problem but Photos won't let me use it. I can browse its contents using Finder, open files, delete them.. but Photos keeps complaining about using an appropriate filesystem.

Does anyone know of any workaround?
 
AFAIK you aren't supposed to manually move the Photos library folder to iCloud drive: you're supposed to enable iCloud photo library in Photos, then Photos uploads the files for you.
 
It depends on your settings.

If you choose to store them, photo will keep a copy of them. If you choose optimize it only keeps a small version.

They need to add an "keep an archive of the cloud" option that won't delete the copy on your mac, so you can clean out your cloud w/o loosing the photos.
